- In 1994, the Educational and Methodological Association (EMA) of Universities of the Republic of Kazakhstan in Technical Specialties of Higher Education was established on the basis of the Karaganda Polytechnic Institute.
- The first State Educational Standards in the Republic of Kazakhstan for 13 engineering specialties were developed by the EMA – KarTU in 1994.
- Until 2018, the EMA – KarTU served as the Lead University for 28 specialties of Higher and Postgraduate Education (HPE). Over 220 State Educational Standards of four generations and more than 2,000 Model Curricula were developed.
- KarTU was designated as the Lead University hosting the EMA of universities of the Republic of Kazakhstan for 4 fields of study (educational program groups) (Order No. 565 of the Ministry of Education and Science of the Republic of Kazakhstan dated October 12, 2018).
- By decision of the REMC, the Educational and Methodological Associations of universities were transformed into Project Management Groups (December 2018).
- By Order No. 305/1 dated June 30, 2020, the composition of the PMG-EMA Council was updated.
- The Educational and Methodological Association – Project Management Group at Abylkas Saginov Karaganda Technical University was established by Order No. 562 of the Ministry of Education and Science of the Republic of Kazakhstan dated October 12, 2018 (with amendments and additions introduced by Order No. 400 of the Ministry of Science and Higher Education dated August 8, 2024), according to which Abylkas Saginov Karaganda Technical University is designated as the Lead Organization to date.
MAIN OBJECTIVES OF EDUCATIONAL AND METHODOLOGICAL ASSOCIATIONS (EMA)
- Participation in shaping the development strategy of Kazakhstan’s higher and postgraduate education aimed at enhancing its competitiveness in the global educational space.
- Development of proposals for improving the State Compulsory Standards of higher and postgraduate education, draft model curricula, and other regulatory legal acts in the field of science and higher education.
- Creation of a platform for interaction between organizations of higher and/or postgraduate education, employer associations, and other relevant bodies on issues of quality assurance and improvement of the content of higher and postgraduate education.
The activities of the EMA are supervised by the Republican Educational and Methodological Council for Higher and Postgraduate Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
Activities of the Educational and Methodological Association by Field of Personnel Training
The EMA includes representatives from all higher and/or postgraduate education institutions (HEIs) engaged in training personnel in the relevant field, as well as representatives of employers, employer associations, and other interested bodies. The criteria for EMA membership are determined by the HEI hosting the EMA. The EMA structure is approved by the Chair of the EMA.
- The activities of the EMA are carried out based on an annual work plan, prepared for the academic year and approved by the Chair of the EMA following prior agreement with EMA members.
- The EMA prepares an annual report in accordance with the areas of activity specified in Clause 19 of these Regulations.
- The EMA submits its annual report, including key performance indicators (KPIs), to the Central Republican Educational and Methodological Body (CREMB) no later than October 1 of the reporting year, in accordance with Appendix 2 to these Regulations.
- EMA meetings are chaired by the Chair of the EMA or, in their absence, by the Deputy Chair.
- EMA decisions are made by open vote, by a simple majority of votes, provided that at least two-thirds of the members are present. In the event of a tie, the Chair’s vote is decisive.
- EMA meetings and decisions are documented in minutes, which are signed by the presiding officer and the EMA Secretary. Copies of EMA decisions are sent to the authorized body in the field of science and higher education, as well as to HEIs that are members of the EMA.
- EMA meeting materials are published on the official website of the HEI hosting the EMA.
- Current organizational work, record-keeping, and documentation of the EMA are carried out by the EMA Secretary.
- The EMA Secretary organizes meetings, provides an information and technology platform for EMA members, and facilitates communication between EMA members and the authorized body in the field of science and higher education.
- To fulfill its functions, the EMA may request and receive information and other materials from HEIs implementing educational programs in the supervised fields of training. It may also establish working groups to study and develop proposals for improving the educational and methodological, as well as scientific and methodological, activities of HEIs, and address other issues within its competence.
- EMA members:
- submit proposals for the agenda of EMA meetings;
- participate in EMA decision-making.
Rules for Authors
(This provision is valid until the adoption of the “Regulations on Uniform Requirements for the Development of Educational and Methodological Literature for the Assignment of the Stamp of the Educational and Methodological Association of the Republican Educational and Methodological Council)
For the expert review of drafts (manuscripts) of textbooks and teaching aids recommended for publication with the stamp of the EMA–REMC in the fields of study (groups of educational programs) assigned to the EMA at KarTU, it is necessary to submit:
- A cover letter from the university addressed to the Chair of the EMA–PMT Council, Prof. B.R. Nusupbekov, regarding the submission of the draft (manuscript) of the textbook (teaching aid) for the EMA’s opinion on the possibility of publishing the submitted material with the stamp;
- The draft (manuscript) of the submitted material;
- Three reviews of the manuscript, including one external review;
- An excerpt from the decision of the Academic Council on publication;
- An official conclusion confirming the absence of plagiarism.
